You are temporarily blocked from the reporting API for at least an hour.

구글서버에 오류(500)가 났는데
수집기가 계속 요청을 하면 구글에서 오류메세지를 계속 보내주다가
답이 없다고 생각하고 접근을 일시적으로 막는다
일단 수집기나 스케쥴이 실행중이면 중단하고 기다린다.
약 1시간정도이내에 접근이 없으면 차단이 풀린다.
테스트해서 잘 접근되는지 확인하고
서비스를 다시 복구하면 된다
